We are seeking an individual to work as a Federal Public Health IDIQ Contract Manager.
Position is contingent upon contract award. Role is estimated to support a remote work arrangement (preference for candidates based in the Atlanta, GA metro area). Position will require approximately 10% travel for meetings and site visits in Atlanta, GA and Washington, DC.
TASKS/SERVICES
(1) Ensure overall execution, administration, and operations of a large public health Indefinite Delivery, Indefinite Quantity (IDIQ) contract
(2) Ensure effective contract and personnel management, high quality service, timely completion of milestones, and submission of high-quality deliverables throughout the contract lifecycle
(3) Lead transition activities ensuring effective transition without adverse impact to contract operations
(4) Function as the primary customer point of contact
(5) Manage a diverse team of small business partners
(6) Ensure effective stakeholder identification, management, and communications
(7) Lead task order response activities
(8) Support business development activities, including identification and capture of relevant opportunities
(9) Travel as required for customer meetings, workshops, conferences, and other events
MINIMUM REQUIREMENTS
(1) Bachelor’s degree or equivalent experience and at least two (2) years of experience in an area relevant to public health
(2) Minimum of two (2) years of experience as a Program Manager supporting a federal government agency
(3) Minimum of two (2) years of experience with proposal development
(4) Minimum of two (2) years of experience supporting business development activities
(5) Strong organizational, communications, and project management skills with the ability to manage multiple projects simultaneously
(6) US Citizenship per contract requirements
PREFERRED REQUIREMENTS
(1) Master’s or Ph.D. and at least five (5) years of experience in an area relevant to public health
(2) Project Management Professional (PMP) Certification
(3) At least five (5) years of experience as a Program Manager managing a large federal IDIQ contract (>$100M) including management of diverse small business team
(4) At least two (2) years of experience specifically supporting an HHS agency
(5) Experience with surge and/or emergency response activities
(6) At least five (5) years of experience in proposal development and management, including responding to TORFPs in a multi-award environment
(7) At least five (5) years of experience coordinating corporate resources to ensure effective contract operations
(8) At least two (2) years of experience managing subcontractor partners to ensure effective support for contract operations and compliance with small business subcontracting goals
